I have been using sumopaint.com at my school which is a full web2.0 alternative to Photoshop. It can also do many of the same things. Text is kind of lacking.

How about Inkscape for free Windows and Linux vector-based drawing?
@BJ I've heard of Sumopaint, but never spent more than a few seconds playing with it. I may have to looking into it more deeply now.
@Jeff I like Inkscape, but I never considered it a graphics editor. It's really more of a page layout tool, in the same vein of Adobe Pagemaker, right? What sort of vector creation/editing tools does it have available?

Inkscape is a straight up vector editor, it would be an Adobe Illustrator competitor. Scribus is a good open source page layout tool.
